This is not a temple but a former market which was lined with shops! Its name come from an apse in the end wall where there used to be a statue of Serapis, the protecting God of traders. The remaining columns in the central pavilion show signs of marine corrosion up to a height of 5m from the ground showing that there were times when they were completely submerged.
