The fortress, built from 1534 onwards by the Spanish, not to defend the city but to monitor it, is not particularly liked by the locals - all the more so in that the Spanish had them pay for its construction. Pirro Luigi Escribà, the architect of this military building, which although exemplary was never used, also transformed Castel Sant'Elmo in Naples into a defensive fortress.
