Designed by the sculptor Noguchi Isamu (1904-1988), but only completed after his death, this 189ha park is almost a sculpture in its own right. It was conceived as part of a vast project to surround the urban area of Sapporo with a green belt. This ground "ploughed into a landscape of dreams", in the sculptor's own words, has led to the creation of often spectacular geometrical constructions, such as Tetra Mound, the Play Mountain and Mt Moere, which looks rather like a pre-Columbian monument reinterpreted by the Dutch De Stijl movement under the direction of Mondrian.
