At the top of Mount Rokko (alt. 931m/3,054ft), the average temperature is nearly 10°C/50°F less than by the seaside at Kobe, which largely explains its appeal to tourists, winter and summer alike, since the early 20C. The old cable-car, now renovated, takes you up in 10mins to the Art deco Rokko Sanjo station. Tenran observation platform commands a sweeping view over the sprawling Kobe/Osaka metropolis. 100m/328ft further up, Rokko Garden Terrace (replica of a European village) is home to restaurants, cafés and shops.
